Angel Cop has “psychics” who were apparently created by secret government project, somewhat like a fictionalized version of the real-world Project Stargate, but dealing with various abilities rather than just clairvoyance.

These fictional psychics can crush concrete highway overpasses, lift heavily laden tanker trucks, smash walls, stop speeding bullets – and the scientist character seems to be describing their feats in terms of energy – the same kind of energy measured by foot-pounds.

Maybe he’s referring to mechanical work.

A “ton-kilometer” is probably a “metric-ton-kilometer.”
